Move them up to where the general public can see them. Have it where only CC or above can vote on them but allow other community members to leave comments.
One thing I found when running the WoW guild was that people like to see the status of their application and they also like to read how you handle other peoples applications. In the end the more that these are visible and the better we handle them the more applicants we will get.
Also, the CoD4 and TF2 servers need to be advertising "WE ARE RECRUITING". When a player inquires about it we can clarify that it's for the community first.
One last thing is that we need to recruit fillers for our servers. Many of us old timers just don't have the time or energy to sit in a server day in and day out to help fill it up. So we see a empty server every day and only join when others are in there. For the most part I can accept that I won't sit in an empty server and don't expect anyone else to. However, if we recruit the right players that play during the hours we would most likely play at then we won't have the issue of an empty server. I know it sounds kinda crummy but we need to recruit community members to fill our needs and our number 1 need in a FPS server is warm bodies.
